Thickly Settled

New England signage takes a while to get used to.  I found this "Thickly Settled" sign on Cape Cod, and it's a good example of parochial road signs. Are they talking about the hedge?   I mean is the area overgrown and visibility is poor so please slow down?  Or the road; is the area full of "road hogs" …
